In returning the report of your investigation into the No:1657, you are requested to retain Nor-Burgast opinion to this Office and to consider it private.

In accordance with the concluding part of that document His Excellency is pleased to direct that you again cite before you the master of "the Onega" and severely reprimand him for not having shown more promptitude.
